You 28695 With reference to Mr. May's Despatch No. 184 of the 10th of July, I have now the honour to transmit copy of the report of the Committee appointed to enquire into the working of the Evening Continuation Classes.
2. I have approved, with the modifications and subject to the limitations hereinafter mentioned, the recommendations of the Committee and have authorised their immediate adoption, subject to Your Lordship's approval of the additional expenditure involved, because after careful consideration I came to the conclusion that unless the re-organisation of the classes was carried out without delay, and the assistance given by Government considerably increased, the scheme which has much to recommend it and which is viewed with especial favour by the Chinese Community, would be exposed to the risk
